Charles Town Utility Board Challenges American Water in Turf War

A public-private turf war: PSC staff and JCC formally support CTUB in case against West Virginia American Water

In a recent hearing, the Public Service Commission of West Virginia examined a territorial dispute between the Charles Town Utility Board (CTUB) and West Virginia American Water regarding a new mixed-use development planned near Keyes Ferry and Old Country Club Roads. With 500 residential units and eight commercial lots proposed by DR Acquisitions, LLC, neither utility has yet received a formal request for water service from the developer. CTUB's general manager testified about discussions of providing water service, reflecting ongoing infrastructure challenges in Charles Town as the region continues to grow.
