Charles Town Utility Board Proposes New Water Fee Structure

CTUB reps: American Water entry leads to lower water hook-up fees
The Spirit of Jefferson | Thursday, October 2, 2025
The Spirit of Jefferson reports that the Charles Town Utility Board (CTUB) is moving towards implementing new capacity improvement fees (CIFs) that will lower water service connection costs while raising sewer hook-up fees. During a recent meeting, board member John Maxey proposed recommendations for the City Council to consider, which could see water hook-up fees drop from $4,399 to $2,773. In contrast, the sewer fees would rise from $2,930 to $4,495. The changes aim to adjust the financial framework for residents and businesses in Charles Town, and the Council is set to deliberate on these recommendations after a public hearing later this year. Final CIF numbers may be filed with the state's Public Service Commission by year-end.
