In a recent ruling by Chief Administrative Law Judge Keith George, the Charles Town Utility Board gained exclusive rights over a territory dispute against West Virginia-American Water. The conflict arose when WVAW attempted to extend water services to a development located between Keyes Ferry Road and Old Country Club Road, prompting CTUB to file a formal complaint with the West Virginia Public Service Commission about unauthorized encroachment on its planned growth area.
