CTUB files complaint against WVAW for ‘encroachment’

The Charles Town Utility Board (CTUB) has formally complained to the Public Service Commission regarding West Virginia American Water's plans to provide a no-cost water line to a new mixed-use development located between Keyes Ferry Road and Old Country Club Road. CTUB claims this would encroach on their service area and unfairly subsidize the developer, DR Acquisitions, LLC, impacting future ratepayers. CTUB's general manager, Kristen Stolipher, voiced concerns that this extension could disadvantage existing customers in the area, directly linking the issue to community utility management.
