The Charles Town Utility Board (CTUB) has emerged victorious in a territorial dispute with West Virginia American Water regarding water service for a large mixed-use development near Keyes Ferry Road. Administrative law judge Keith George ruled that the development is exclusively within CTUB's territory, emphasizing that competition between utilities can harm public interests. CTUB's general manager, Kristen Stolipher, expressed satisfaction with the decision, while American Water expressed disappointment and is considering its options. The planned development by DR Acquisitions, LLC will comprise 500 residential units and eight commercial lots, although a concept plan has yet to be submitted to the local planning commission, as reported by The Spirit of Jefferson.
