A Harpers Ferry woman has been charged with the murder of Melvin Todd Smith, 62, of Jefferson, who was discovered with gunshot wounds in his vehicle on Dey Drive. Authorities from the Jefferson County Sheriff's Office reported the incident occurred early Sunday, prompting an investigation into the tragic event that has shocked the local community.
