At the 20th annual Tom E. Moses Memorial Lecture hosted by the Robert C. Byrd Center for Congressional History & Education in Shepherdstown, former U.S. Senator Carte Goodwin discussed the value of the Constitution and remembered Senator Robert Byrd’s commitment to it. Goodwin humorously reflected on his brief tenure in the Senate while emphasizing Byrd's dedication to public service and citizenship. He urged the audience to recognize both the rights and responsibilities that come with being a citizen, a message particularly relevant to the local communities of Shepherdstown and nearby towns.
